The Dr.
Jovito R. Salonga Center for Law and Development has conducted another
legal orientation for the barangay officials, tanods, lupong tagapamayapa,
and peace and order volunteers of Barangay Tubtubon, Sibulan, Negros
Oriental last February 11, 2007.
Barangay
Tubtubon was the second barangay where a legal orientation was
conducted under the “Pahinungod – Reaching out to
the Barangays” program of the Salonga Law Center. It was
spearheaded by the Director of Salonga Law Center Atty. Mikhail
Lee Maxino together with student volunteers from Silliman University
College of Law.
“I
asked the Salonga Law Center to conduct a legal orientation in
our barangay so that we will know more about our duties and responsibilities
particularly our new volunteers,” Barangay Captain Amancio
Desor said.
The matters
discussed during the orientation include arrest, search and seizure;
the negotiation and mediation techniques, and the responsibilities
of the barangay officials. A role-play was also conducted wherein
a situation was given to Barangay Captain Desor as the mediator
and four other members of the barangay as complainants and respondents
for them to actually settle such particular dispute.

Aside from
the barangay officials, tanods, lupong tagapamayapa, and volunteers
of Barangay Tubtubon, the event was also attended by the Municipality
of Sibulan Chief of Police Lorenzo Abella and Department of Interior
and Local Government Head Cecilia Besona.
“Such
activity has responded to the need and demand of Barangay Tubtubon
in taking decisive actions and in promoting peace, order and unity.
By this, the DILG of Sibulan would like to form a partnership
with the Salonga Law Center so as to continue this endeavor towards
local development,” Besona said.
In the meantime, Besona has
already coordinated with the Salonga Law Center to conduct a series
of legal orientation in the various barangays of Sibulan.
